The representatives of civic society and academician community who united into PU “Ukrainian Rural Development Network” to promote preservation and development of rural areas based on new knowledge, good practices and partnership joined the discussion of the draft of Medium-Term Plan of Priority Actions for the Government until 2020. Proposals to this document were sent to the Cabinet of Ministers of Ukraine on 20 January 2017. The main point is to enhance the first chapter of the draft “Economic Growth” by important priority “Stimulation of Rural Development”.
Implementing the given Priority to the Medium-Term Plan of Priority Actions for the Government will signal starting framework policy in Ukraine aimed at the development of rural areas primarily through targeted use of state’s and donors’ resources, what in turn will help mobilize local assets and resources and attract local people to solving problems of rural settlement. Implementation of this policy will require cooperation and partnership of state, private and public sectors at the national, regional and local levels.
Explanatory note on the enhancement of the draft of Medium-Term Plan of Priority Actions for the Government until 2020 with “Stimulation of Rural Development” priority.
It is proposed that Governmental efforts in the field of rural development during 2020 were aimed at three areas:
- economic development of rural communities through the support of family and peasant farms and their associations, and microentrepreneurship;
- improving the quality of life in rural areas through the diversification of employment and incomes at home;
- building rural residents leadership capacity to use local assets (self-development of communities).
